This permit will be issued to those who are likely to contribute, in a significant and lasting manner, to the economic development or the intellectual, scientific, cultural, humanitarian or athletic prestige and influence of France and their native country.
Issuance of the card depends on the content, nature and interest of the foreigner's professional plan.
A job offer is not required to qualify for this visa but the applicant must submit a plan detailing as to what professional activities will they be undertaking.
This visa permit its holders to conduct any professional activity related to their stated plan.
This visa is suitable for the below mentioned people-
- Persons with higher education degrees;
- Qualified professionals, whatever be the level of their degrees;
- Investors with an economic project;
- Independent professionals: liberal professions, artists, authors, sportspersons, etc.;
- High-level managerial executives employed by a French company belonging to an international group.

Applicant Requirements:

- 2 long stay visa forms.
- 5 identity photographs according to specifications.
- Valid passport with at least one page for affixing a visa and copy of all the main pages.
- Police report of the countries resided in for the past three years.
- Detailed Curriculum Vitae.
- Long stay visa fees of 99 EUR.
- A intent letter providing details of professional project and what interest it holds for France & their native country.
- Any document establishing the applicant’s ability to execute the project.

For an employee, the additional documents might be:
- Copy of the highest degrees and certificates.
- Proof of income from local tax authorities.
- Employer’s letter stating why the employee was recruited and providing details of the post.
- In principle, a copy of the work contract, unless exempted.
- CERFA form “Application for permission to employ a foreign worker – simplified work contract”.
